Psychosocial and Psychoactive Substance Program
The issue of illicit drug abuse in Liberia is deeply rooted and multifaceted, affecting individuals, families, and the broader society. Here's a breakdown of the key challenges and dynamics:
Current Landscape
Widespread Youth Involvement:
Liberia has a very young population; about 79% are between 15 and 36 years old, and with high unemployment and limited educational opportunities, many young people are vulnerable to drug use and crimes.

Commonly Abused Substances:
Marijuana is the most widely used drug, but heroin, cocaine, and synthetic drugs like amphetamines are increasingly prevalent. In Liberia, "opium" often refers to cannabis.
Ghettos as Drug Hubs:
Drug hubs are prevalent throughout the fifteen (15) counties. Monrovia alone has over 866 known ghettos that serve as havens for chronic drug users. These areas are often linked to criminal activity and social instability.

Social and Psychological Impact
Mental Health Crisis:
The World Health Organization estimates that 10% of Liberia’s population suffers from mental health disorders, with substance abuse being a major contributor.

Post-War Trauma:
Liberia’s civil wars (1989–2003) left many young people exposed to drugs during combat. This legacy continues to fuel addiction and social dysfunction.

Law Enforcement and Policy Challenges
Transit Country for Narcotics:
Liberia’s porous borders and limited law enforcement capacity make it a key transit route for international drug trafficking.

Missed Opportunities:
During post-war disarmament and rehabilitation, the country failed to address addiction among former fighters - a decision that continues to haunt the current generation.

Efforts and Solutions
Government Initiatives:
Liberia has passed laws, formed task forces, and partnered with international organizations to combat drug abuse; the laws are not implemented fully.

Civil Society Action:
Groups like Global Action for Sustainable Development (GASD) are pushing for drug policy reform, rehabilitation programs, and youth engagement.
Recognizing the importance to support the fights on illicit psychoactive drugs and psychosocial issues due to the Liberian's 14 years of "uncivil" civil war, Abehinnyuen Community of Hope (ACOH), Inc. deems it necessary and is determined to buttress the efforts of government's initiatives and civil society's action to resolute the psychosocial and psychoactive substance problems in Liberia. The ACOH/CHAM will contribute to the achievement of this goal through the provision of sustainable integrated prevention and treatment programs. This will further help reduce vulnerability and improve self-image and allow youths and adults who are victims of the civil conflicts to participate in psychosocial and economic productivity.
